Kuwait’s equivalency process is less about surprise rules than about paperwork that has to be created while you are still abroad. The single most common problem is a student who completes a good degree and then discovers that the documents in their hand are not the documents the Ministry will accept.

The cultural office is not optional

The equivalency file requires the university acceptance, the graduation certificate and the academic transcript to be certified by the Kuwaiti cultural office in the country of study. Transferred coursework needs certification too, from the cultural office or the relevant university council depending on where the study took place.

That has a practical consequence students rarely hear at enrolment: make contact with the cultural office at the start of your studies, not at the end. Certification of a document you obtained years earlier, from a country you have already left, is the hardest version of this task.

What the file contains

Valid civil ID and passport.
University acceptance, graduation certificate and transcript, each certified by the cultural office.
Every previous qualification — secondary certificate, diploma, bachelor’s, master’s as applicable.
A letter from the Public Institution for Social Security.

Further documents are required where the individual history calls for them: a court order if the name has changed, a transcript covering any repeated or failed year, university certification if study was interrupted, an explanation of any period of non-enrolment, and — for graduates of Australian, American, British and Irish universities — the official authorisation forms the Ministry requires to verify records directly with the institution. Someone applying on your behalf needs a power of attorney.

The process

Create an account on the Ministry’s equivalency system and submit a new request with your personal details.
Upload the documents as PDFs — each file no larger than 1 MB, which usually means scanning at a lower resolution than people expect.
Submit the application, then book an in-person appointment through the government appointments service to sign the undertaking, Sunday to Thursday, 8:30 to 13:00.
Track the application through the same system.

What to confirm before you enrol

Document requirements are published; the academic conditions attached to particular universities and programmes are decided by the Ministry and change. Before accepting an offer, confirm directly with the Ministry of Higher Education and with the cultural office covering that country that the specific university and programme will be accepted for equivalency — and keep the answer in writing.
